Actually in Kansas there is between 900 and over 1100 mm of rainfall per year. That is a lot of rain. It should be enough to grow any crop. Isn't your problem a lack of infiltration and water retention rather than overabstraction? How much organic matter is there in the soil? What is the infiltration rate? Did anybody ever think about agroforestry to improve soil conditions and retention? How much forest do you have in that area, and why? Well, it is 2.8%. Is there a link between water retention and forest cover? Could that be changed? What is the consequence of the "dust", as you like to call it, having blown out into the Atlantic for soil water retention and infiltration rates? How could that be reversed? There are so many questions coming to my mind instead of just sitting there, oberving the depletion of the aquifer and carrying on with the same destructive agriculture producing food nobody should eat for health reasons and depleting water resources.
