I find it bewildering to hear this report. Man/governments have interfered with the natural  hydrology cycle making it impossible to refill the lakes, rivers, and forests.  When the problem gets worse they increase their drought engineering activities.  To be thorough they have a treaty ready to go for  elite rationing.   To fix any mistake of government #1 stop interfering with nature.  #2 Collect all waste grind and mix. Make compost #3 use the compost in affected areas.  it will sequester the carbon, cause the respiration of more plants. Causes humid conditions, gradually increased rainfall.  Simple rules of nature can be the answer to all earth difficulties.
