The natural cyclical events of our Earth are well known. The advent and excessive use of concrete has created an unnatural pooling of waters that for the most part would have been absorbed by the soils. Law of unintended consequences from unrecognized interactive systems where "solving a problem" creates larger, more severe consequences. The upside of this is enhancing beneficial impacts of an exploit by viewing the scenario holistically, recognizing and leveraging the collateral gains.
