Any one has experience starting a small bottling plant?

Hello everyone. Any one has experience starting a small bottling plant? I am from a water reach area and my village has no industries till date. What you think how much capital will be required if I wish to have a bottling plant of 30000 lit capacity? Me and my friend want to opt for bank loan but not sure about the local natural resources management rules and all. Do any have some finance ideas?
