I agree with both of you the co-operation is needed and you can find one successful experience in Senegal river they apply Integrated Water Resource Management and this strategy benefit four countries. The Senegal River Basin Water and Environmental Project is a regional GEF grant being implemented in the four riparian countries sharing the Senegal River Basin (Guinea, Mali, Mauritania, and Senegal). http://iwlearn.net/iw-projects/1109

This issue can be resolved if they design action plan for water management in collaboration with south Asian countries which might be beneficial for both the regions.

War will be fought over water. The only way for peace is to co-operate and better management of water resources. Not only middle east but Asian countries also need to proper trans boundary water management for securing water future.
