  1. Good paper. I have in southern Africa been advocating and pushing Water Demand Management and efficiency for 2 decades - it is difficult to make people listen. They "hear" but do not "listen". Few people have the knack of lateral thinking and of seeing the wider picture even if one leads them to it!
