Develop long term partnerships between underserved communities and colleges to provide a variety of technical assistance to the communities at no cost to the communities. Colleges provide this assistance voluntarily, significantly reducing the cost of the federal government to provide this technical assistance.

Currently have fifty-two colleges working with seventy communities working with the only funding provided being the administrative and travel cost for the program manager. Work has expanded to federal regions three, five, six and eight, with planned expansion to regions one, two, seven, nine and ten.

USDA has agreed to an MOU to use the program across the US. Other partners include HHS; DOE; National Park Service, HUD, Union of Concerned Scientists, Thriving Earth Exchange, and Civilian Conservation Corps . Program is also a member of two subcommittees of the National Interagency Working Group for Environmental Justice. Received National Honor Award from EPA Administrator for Outstanding Performance in Developing Collaborative Partnerships.
