Utilities Engineering Manager

Manages the engineering and construction of capital improvements for two water treatment plants, the water distribution and storage system, and the Water Pollution Control Facility. Manages the raw water supply and finished water distribution system.
Position Schedule: Monday-Friday 7:30am-4:30pm; ability to respond to emergencies.
Salary: $100,297.60- $140,462.40 annually
Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.
Examples of Duties / Knowledge & Skills
- Manages the overall utilities and facilities infrastructure, including internal and external engineering staff, design, bidding, construction and construction inspection services, and drives the city’s initiatives related to the utility department.
- Improves, implements, and administers policies and procedures to increase the efficiency and effectiveness of departmental operations related to water treatment and distribution and wastewater treatment.
- Leads in procuring consulting engineering firms, including preparation of proposals, interviews, and contract negotiation; oversees grant preparation and submittals.
- Manages and implements the engineering work group’s budget, including capital improvement project planning, reviewing expenditures, and forecasting and analyzing cost variances.
- Manages the development of purchasing specifications and requests for proposals for the purchase of construction and water distribution equipment and materials.
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, training, and conducting performance evaluations.
- Serves as department liaison with state agencies and as spokesperson to news media in coordination with the Utilities Director. Responds to requests and inquiries from internal and external customers.
- Oversees utility GIS management programs and recommends implementation of systems that support the city’s infrastructure.
- Represents the City in mediation settlements and at eminent domain proceedings for utilities projects.
- Serves on the Utilities management team. Recommends capital improvement projects planning.
- Develops and delivers reports and presentations to city council and public groups concerning policies, projects, and regulatory compliance issues.
- Reviews, analyzes, and manages technical data and maintains engineering, design, contract and specification records.
- Performs all work duties and activities in accordance with city policies, procedures and safety practices.
- Performs related work as required.
Minimum qualifications & Requirements
Required Education and Experience
- Bachelor's Degree in Civil Engineering or an applicable Engineering field and
- Five (5) to seven (7) years’ experience in engineering design and construction oversight of water and wastewater treatment, collection, and distribution systems including experience with contract documents, engineering agreements, utilities financing, and project scheduling or
- An equivalent combination of education and/or experience
- Excellent written, verbal, and interpersonal communication skills
- Proficiency with Microsoft Office
- Ability to work collaboratively with a diverse population
Required Licenses or Certifications
- Licensed as a Professional Engineer in the State of Iowa or if issued by another state, the ability to obtain within 6 months
- Valid Iowa Driver’s License
Desired Qualifications
- Management experience in a union environment
- Master’s Degree in Civil Engineering or an applicable Engineering field
