DEFINITION


Under the direction of the Water Division Head or designee, participates and provides lead direction to staff involved in the treatment, maintenance, repair, installation, testing, construction, and operation of the City's water system.  May serve as the Chief Treatment and/or Chief Distribution Operator when acting Chief is not available.


DISTINGUISHING CHARACTERISTICS


Water Production System Supervisor is a supervisor-level position in the Water Division Maintenance series. Incumbents lead, plan, prepare reports, organize, test, clean, maintain, inspect, repair, treat and operate the City's water system including individual well sites, water storage facilities and wellhead treatment systems. Positions in this class are distinguished from the Water Production System Operators by an increased level of responsibility, complexity, a higher degree of decision making and increased level of State certification.


SUPERVISION RECEIVED AND EXERCISED


General supervision is provided by the Water Division Manager or higher level staff.


Exercises direct supervision over Water Production System Operator(s).

 

Examples of Duties

EXAMPLES OF ESSENTIAL FUNCTIONS  –  Duties may included but are not limited to the following:

Work independently with only general instruction for complex tasks. Overseeing operational activities such as:

Troubleshoot the SCADA central control system and remote terminal units, program control points, set up screens, develop trend reports, archive and retrieve data.

Develop and implement the safety program for safe handling of chemicals used in the course of employment, including, but not limited to Sodium Hypochlorite, Sodium Bisulfite and Hydrochloric Acid. Develop and implement safety programs for practices associated with water treatment such as: lock-out tag-out program, confined space awareness, fall protection, tailgate safety meetings, and other related procedures.

Performs and supervises standard laboratory tests for pH, turbidity, chlorine and other similar analysis.

Prepares monthly operational data using spreadsheets and word processor for reporting to the California Department of Public Health and other regulatory agencies. Reviews and co-signs all reports water treatment related to the Department of Public Health report prior to submission.

Serve as liaison between regulatory agencies and the city, regarding the operation, maintenance and treatment of the water system. Maintains a positive relationship with all regulatory agencies.

Plans, schedules, assigns, participates in, directs and supervises the day-to-day work activities of the Water Production Operators in the performance of semi-skilled and skilled tasks, including the testing, maintenance, repair, inspection installation, treatment and construction of the City's water treatment system.

Train and evaluate personnel in the operation and use of water testing and monitoring equipment, such as chlorine residual testers, valves, pumps, chemical feeders, motors, motor control panels, filters, chemical feeders, vibration analyzers, micrometers, pressure transducers, flow switches, flow meters, pressure gauges and pressure recorders, control valves, and programmable logic controllers. Assist in the preparation of the budget for purchase of equipment, materials, tools and chemicals to ensure the system is maintained to a high standard.

Perform mathematical equations to determine dosages, chemical dilutions, feed rate, flows, pressure, volumes, velocity, and areas.

Prepare necessary reports, logs, files, forms, graphs, memoranda and correspondence.

Prepare water system reports required by the Environmental Protection Agency, such as those for Emergency generators and well engine operation.

Prepare the "Hazardous Material Inventory" reports required by Yolo County Environmental Health.

Coordinate the annual permitting and inspection process with appropriate agencies.

Install, repair and maintain sampling stations used for water quality testing.

Work cooperatively with contractors, regulatory agencies and City staff.

Communicate clearly and concisely, both orally and in writing.

Typical Qualifications

 

MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of potable water disinfection, dechlorination and chemical treatment processes.

Computers and computer software relevant to position including word processing, spreadsheets, databases.

SCADA computer operation, troubleshooting, trend development, and operation.

Safe handling of chemicals used in water treatment

Principles and practices of water treatment, disinfection and de-chlorination.

Methods and practices used in the construction and modification of domestic water wells and their related apparatus. Basic welding and fabrication.

Mathematical formulas used in water production and treatment.

Principles and practices of supervision, training and performance evaluation.

Operation, and maintenance of emergency power generators.

Knowledge of local, state and federal statutes, codes, rules and regulations governing water systems, quality and treatment.

Ability to:

On a continuous basis, know and understand all aspects of the job; analyze and solve problems; interpret maps, plans and technical information; troubleshoot and repair mechanical and operational problems.

Perform a wide range of technically complex tasks in water systems.

Work independently and efficiently with a minimum of supervision.

Operate under deadlines. Highly organized and capable of managing multiple project schedules at same time.

Demonstrate high level of integrity. Maintain confidentiality regarding employee/employer relations, disciplinary matters and other personnel issues.

EXPERIENCE AND TRAINING

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible technical experience with a strong emphasis in water production, treatment and water distribution systems operations and maintenance.

Training:

Equivalent to completion of the twelfth grade supplemented by courses in algebra, computer science, water treatment and distribution operation and maintenance.

 

Supplemental Information

 

License or Certificate

Possession of a Class C California driver's license.

Possession of, or ability to obtain within one year of appointment a Class A California drivers license with the appropriate endorsements.. Per DOT regulation, positions that require a Class A or B license will be required to have a pre-employment drug test and will be subject to random alcohol and drug testing.

Possession of a Grade IV Water Distribution Operator Certificate issued by the California State Department of Public Health.

Possession of a Grade II Water Treatment Operator Certificate issued by the California Department of Public Health.

It is employees responsibility to ensure that the licenses and certifications are maintained and are current at all times. Failure to maintain these certifications will result in disciplinary action up to and including termination.

PHYSICAL/SENSORY REQUIREMENTS

Intermittently, sit while driving equipment or working at a desk; stand and walk while performing duties; bend, twist to adjust process controls; kneel, squat and climb to inspect work; perform simple grasping and fine motor manipulation; manual dexterity sufficient to use hand held devices and tools, power grasping, pushing and pulling; lift or carry 40 pounds or less unassisted, up to 75 pounds with assistance.

Work both inside and outside with exposure to varying weather including extreme heat, odors, fumes, dust, pollen and hazardous chemicals. Work on ladders, scaffolds or other equipment more than 12 feet above the ground; occasional work on ladders, scaffolds or other equipment more than 100 feet above the ground; visual acuity to read meters and gauges; exposure to slippery, wet and uneven surfaces; visual discrimination to read color-coded charts, ability to hear equipment alarms and to understand conversations in person and on the phone.
