Job Description: The Chief Operations Officer (COO) reports directly to the Executive Director. The COO is responsible and accountable for the safety, permitting, planning, management, performance, and improvement and overall operations of CCUA facilities. The COO directs ten departments: Water Treatment, Wastewater Treatment, Distribution and Collection, Information Systems, Project Management, GIS, Engineering, Facilities Management, Customer Service/Public Relations, and Service Availability with a total operating and capital budget over $50 million and a staff of approximately 150.

The COO serves as a key member of the senior management team and represents the Executive Director in interactions with employees, the public, and other agencies and organizations.

License or Certification Required: Valid Florida Driver’s License with acceptable driving history Possession of or the ability to obtain within one year of hire date, one of the following professional licenses issued by the State of Florida: Professional Engineering License; Certified Public Accounting (CPA); Either a General or Underground Utility Contractors License; Class "A" license in Water and Wastewater Treatment.

Educational Requirements: Bachelor’s Degree in either a technical field (e.g. civil, environmental, or other engineering discipline) from an ABET accredited institution, a business field (management, accounting, finance, etc.) from an AACSB accredited institution, or construction management field from an ACCE accredited institution. Master's in Business degree Administration from an AACSB accredited institution, preferred.

Experience Required: Minimum of ten years recent and increasingly responsible administrative or managerial experience in the public sector, water, wastewater or related industry. Experience managing multiple administrative functions including but not limited to operations budgets preparation is highly desirable. Knowledge of applicable laws, regulations, legal mandates, guidelines, and standards affecting public agencies or utilities.

Physical Demands: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job: Routinely required to stand, walk, reach, climb, balance, stoop, kneel and crouch while performing job duties. Must have no physical deformities, loss of limbs, impairment of bodily motor functions, limiting mobility to walk or use arms and hands for various duties such as lifting a variety of package sizes, materials or equipment. Eyesight may be corrected to meet no less than the minimum acceptable level for issuance of a Florida Driver's License. Must be able to hear 30 db in normal range and have a spoken voice in a normal tone to send/receive messages and instructions by wireless radio, telecommunication equipment or in person. Must not have any medical or mental disorders that would preclude you from operating an Authority vehicle, equipment, or complying with all Clay County Utility Authority’s safety rules and regulations in a manner that does not pose a direct threat to either yourself, your co-workers or the general public. The Authority will consider whether there is a reasonable accommodation available that would eliminate this risk or reduce the risk so that it is below the level of a "direct threat".

Listing of Specific Duties: Works closely with the Executive Director in strategic planning; developing implementation plans; setting priorities; and serving as acting Executive Director in their absence; Provide direction and leadership in the identification, development, and implementation of strategies, programs, ordinances, policies, decisions, assignments, and activities of CCUA’s water utility operations, maintenance and capital improvement program to protect and augment water supplies, provide treated water, and ensure efficient and effective results; Provide direction and leadership to the Water Utility Enterprise's short and long term planning processes including but not limited to: 5 Year Operations Plan; 5 Year Capital Improvement Program; Groundwater Management Plan; Asset Management Plan; Annual Operating and Capital Budget; Annual Water Operations Plan; Water Shortage Contingency and Drought Management Plan; and Emergency Operations Plans; Provide direction and leadership to the management of CCUA’s Water Treatment, Wastewater Treatment, Distribution and Collection, Information Systems, and Customer Service and Billing departments to ensure facilities and operations are compliant with federal, state, and local jurisdictional agencies; Represent CCUA before other governmental entities, water agencies, community groups, employee organizations, and the general public; prepare technical, informational, and administrative reports and make presentations to various stakeholders; Establish and maintain cooperative and effective working relationships with a variety of employee organizations, local, state, and federal legislative representatives, CCUA staff and the general public; In coordination with the Director of Human Resources, responsible for maintaining a diverse and inclusive organization, selecting, training, and evaluating personnel; staff development opportunities; use of performance management tools; coaching and counseling employees and managers; and administration of disciplinary action when applicable; Administer water conservation policy as required by the Clay County Utility Authority's St. Johns River Water Management District Consumptive Use Permits (CUP). Assign, in cooperation with the Executive Director, personnel to be specifically responsible for each task and develop controls to be sure such tasks are performed; Assist the Executive Director with annual review of the Authority’s insurance policy to ensure policies and coverages are appropriate for reasonably known, anticipated, or possible risks or vulnerabilities; Assist the Chief Financial Officer in the annual review of all tax advantaged bonds and report to the Executive Director if any private enterprise or activity could jeopardize the tax-exempt status; Remain current and engaged on public policy, regulatory, legislative, and local ordinance topics and issues that may impact or affect CCUA. Maintain and exhibit discretion and integrity when handling sensitive information; Performs any and all assigned responsibilities as delegated by the Executive Director
