Goleta Water District currently has a need for a full time Senior Engineer. This is an excellent professional opportunity
for a seasoned project manager looking to expand her or his experience. The Senior Engineer will be responsible for
delivery of capital design and construction projects of water system improvements in a region impacted by drought and
wildfires. Primary responsibilities will include ongoing implementation of the District’s $50M Infrastructure Improvement
Plan 2020-2025 to maintain water quality, enhance transmission and distribution system capabilities, and develop longterm sustainable water supplies and operations. Upcoming District projects range from new groundwater well installation
and surface water treatment plant upgrades to booster pump upgrades and infrastructure replacement.
Duties listed below are intended only as illustrations of the various types of work that may be performed. The omission

• Manage design contracts as required, including preparing and administering consultant contracts; developing scope,
budget, and schedule; reviewing engineering calculations and technical memoranda; identifying and recommending
alternatives; resolving key issues; preparing project feasibility studies and life-cycle cost analyses; identifying and
mitigating project risks.
• Manage construction contracts as required, including preparing and understanding construction contract documents
(plans and specifications), understanding construction techniques, reviewing submittals and requests for information,
negotiating change orders and claims, preparing cost estimates and project schedules, performing
testing/training/startup activities, and managing the overall project budget, scope, and schedule.
• Ensure that projects meet budget, schedule, and quality objectives.
• Perform calculations; prepare and review designs, plans, specifications, cost estimate, and correspondence.
• Coordinate work with other departments and outside agencies.
• Respond to requests for information; provide assistance to contractors, outside engineers, and the public.
• Interpret, explain, and apply policies, procedures, and standards.
• Read and interpret maps, specifications, plans, and drawings.
• Attend meetings; represent the District on related issues.
• Provide work direction to professional and technical engineering and clerical staff; reviews work for completeness
and accuracy.
• Coordinates activities with other departments and agencies.
• Oversees and directs work activities of the unit related to water conservation and reclamation programs and the
processing of applications for new or modified water services.
• May set performance standards of subordinate employees; participates in on-the-job training programs of personnel;
participates in employee selection; provides performance evaluations and performs disciplinary actions.
• Review requests for new and modified water service connections, construction sureties and contracts; makes
recommendations to District staff for the issuance of can-and-will-serve letters.
• Respond to questions and complaints related to the application process and assigned District programs.
In addition, the Senior Engineer should have knowledge of Civil engineering and waterworks design concepts and
practices; hydraulics and network analysis; waterworks master planning; plan review and quality assurance; job-related
terminology. Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic
violations for at least two (2) years’ duration.
