Purpose of Position

Why does the job exist?
The Groundwater Quality Bureau Chief contributes to fulfilling the agency's mission to protect and restore the environment, and foster a healthy and prosperous New Mexico for present and future generations by managing the Water Quality Act programs for discharge permits and abatement, Superfund program and brownfields and VRP to protect groundwater resources in the state. The Ground Water Quality Bureau (GWQB) Chief implements the mission of the New Mexico Environment Department to protect public health and the environment by preventing new contamination and addressing legacy pollution. Specifically, this position manages the day to day operations of the GWQB including decisions regarding personnel; financial and budgetary tasks; operations and administrative activities and oversees enforcement and compliance of the 20.7 NMAC specific to ground water and surface water protection.
This position interacts with federal permitted facilities and serves as primary point of contact on all ground water and related matters. This position is responsible for developing strategic plans and initiatives, prioritizing bureau projects; and developing budget plans and grant applications to support funding for the Bureau. In addition to the above, the GWQB Chief oversees coordination of emergency response planning and emergency response activities; implementation of robust quality control and quality assurance programs to ensure high quality data generation; responses to Inspection of Public Records Act (IPRA) requests; and technical analyses of data, reports and other document reviews for program implementation.

The Bureau Chief communicates Department and Bureau goals, priorities, and action plans and implement clearly and effectively. Provide technical assistance, direction, and training and mentoring of staff and works closely with financial and budget staff. Provide guidance for the permit section's review process. Developing provisions for complete and accurate technical testimony for application review efficiency and consistency to ensure compliance with statutory and regulatory requirements and develop new regulations as necessary. Perform legislative bill analysis and proposals of new legislation. Ensure that facility permit applications are reviewed in an appropriate, timely, consistent and thorough manner, and that all necessary and records are appropriately maintained. Provide staff with coaching, training, and opportunities for improvement of skills. Define work expectations and hold each staff member accountable. The Bureau Chief clearly communicates Department and Bureau goals, priorities, and action plans and implements programs efficiently and effectively.

Ideal Candidate
The ideal candidate would have direct experience in environmental remediation of ground water.
Minimum Qualification
Bachelor's Degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and eight (8) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Employment Requirements
Must possess and maintain a valid New Mexico Driver's License and Defensive Driving Certificate.
Working Conditions
Executive Order 2021-046 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.
The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.

Work is performed in an office setting supporting a fully functional laboratory. There is extensive personal computer and phone usage, and repetitive trunk/arm/hand and neck movements. The fully functional laboratory contains biological, chemical,
physical, and radiological hazards. The incumbent will be required to use all applicable safety equipment provided by the
employer and follow all safety precautions specified by the employer. Ability to lift/push up to 50 pounds.
