WaterAid is a leading international non-governmental organization focused on increasing sustainable access to water, sanitation, and hygiene (WASH) in the poorest communities in the developing world. WaterAid works in 35 countries, and over the 38 years of its existence, it has reached over 25.8 million people with clean water and 25.1 million people with decent toilets.
WaterAid Nigeria is prospecting to implement a USAID-funded Water Resource Management and Water, Sanitation and Hygiene (WASH) intervention titled, Strengthening Community Resilience through Improved WASH Service Delivery and WRM in Cross River and Akwa Ibom states. The overriding goal of the programme is, “Improve sustainable WASH service delivery and water resource management in Akwa Ibom and Cross Rivers states of the Cross River basin in Southern Nigeria”. This goal will be accomplished by creating access to safe drinking water, enabling sanitation through effective watershed protection and management, and building the capacity of basin and state WASH institutions, operators, and private sector partners to plan and manage water resources. As a result, the program will improve hygiene practices and WASH in homes, schools, and healthcare facilities in targeted communities which in turn will enhance resilience and improve health.
Purpose of Role
The CoP will be the direct link with the Agreement Officer Representative (AOR)of USAID and other relevant stakeholders such as government partners and accountable for achieving WRM-WASH results in Akwa-Ibom and Cross River states.
Accountabilities
Given the complexity and scope of this project, it is critical that the CoP exhibit effective personnel management, coordination, and decision-making skills along with an ability to troubleshoot. The CoP is expected to have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, a solid professional reputation, management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description. Among other roles expected of the CoP are:
- Effective coordination of the project and driving it to achieve its overall goal.
- Provide effective leadership and technical backstopping for all components of the project and communicate effectively with all shades of stakeholders.
- Be responsible for overall technical reporting and supervision of all consultancies and contracts on the project for quality assurance.
- Ensure that WaterAid's core values are carried out throughout the lifecycle of the project and not compromising the quality delivery of services.
- Communicate and relate well with all government establishments and persons identified in the project with a view to successfully deliver on the project.
- Take overall responsibility for resource management both human and capital for successful implementation of the project and secure value for money.
Person Specification
- Advanced degree or post-graduate degrees in water resource management or engineering, public administration/management, or other relevant fields.
- Minimum of seven (7) years of demonstrated experience on similar donor-funded projects.
- Minimum of five (5) years of experience with successful water and sanitation projects including water resource management, strategic sector development approaches, institutional capacity strengthening, monitoring, evaluation, and reporting.
- Exceptional communication and collaboration skills and a proven track record of interacting with other projects, high-level host country governments, and international agencies.
- Proven track record of working effectively with diverse groups of civil society organizations, media, and government counterparts.
- Demonstrated experience in institutional strengthening, capacity building, and market-based approaches to service delivery.
- Fluent in English.
- Strong knowledge and experience of work with or on USAID-supported projects/programmes is highly essential.
