Job description
WaterAid is seeking a consultant to support a multi-country research on Fiscal Decentralisation in the WASH sector.
WaterAid is looking to conduct a multi-country research to generate country-level evidence and collaborations to identify possible improvements for the effectiveness of fiscal decentralisation for WASH, while also deepening global sector understanding of fiscal decentralisation practice, experience and trends for WASH to ultimately improve WASH services and behaviours sustainability. The research will build upon and update the 2008 research Think Local, Act Local and aims to inform future WaterAid's programmatic and policy work on WASH finance as part of our WASH system strengthening efforts.
The main research objectives are:
- To gain a deeper understanding of fiscal decentralisation and how it impacts effective delivery and sustainability of WASH services.
- To develop a methodology for assessing effectiveness and factors impacting fiscal decentralisation in the WASH sector that becomes available to WaterAid and the sector.
- To perform a deep-dive analysis on financial flows and fiscal decentralisation in the WASH sector in 10-12 districts in 6 to 8 countries, the factors that impact its effectiveness and how this impacts the delivery and sustainability of WASH services.
- To develop a country-specific and a sector-wide advocacy plan informed by the outcome of the research to address key improvements for more effective fiscal decentralisation in the WASH sector.
Under the guidance and direct supervision of the internal reference group, the consultant will be asked to:
- Develop (with input from WaterAid internal reference group) a common methodology for in-country research, including advising on countries' contextualisation of research tools and approaches.
- Provide regular guidance/oversight to the WaterAid country programme teams who will manage the Country Research Consultants or directly to in-country consultants during the research period.
- Review and provide input to country-level reports to ensure clarity of outcomes and common analysis across countries.
- Produce a short global synthesis report based on the six country reports.
- Produce a short policy/advocacy brief outlining recommended next steps for global level advocacy based on the research findings.

The Consultant should:
- Have a relevant Masters' qualification (for example, relating to decentralisation, economics or development finance) and excellent knowledge of fiscal decentralisation issues.
- Have at least 10 years' experience working in this field, preferably with research experience on fiscal decentralisation from sectors other than WASH
- Have experience of using Political Economy Analysis methodologies
- Have conducted similar pieces of research
- Be available to start within 1 - 2 months

The consultancy will require approximately 30 days of work (to be confirmed), allocated between the 1st December 2020 to the 15th of September 2021.
