The framework for watersheds and climate change is difficult to generalize since most criteria and standards are regional and site specific. For example, the engineering criteria for high water flow is changing rapidly. What used to be sufficient to consider 100 year flood standards are no longer sufficient in many cases. Here in British Columbia there have three 1000 year flood events this year.
