How is the environmental governance applies to climate change?
Published on by Peter Petersen, Water chemist II (water quality) at Milwaukee Water Works (Retired 2021) in Academic
In my manual, I discuss the definition of environmental governance, key players/actors, its framework, its principles, and its application. One of the applications that I looked at is the watershed. Another one that I want to look at is the climate change and the type of framework that is used. The material I wanted to use was more complicated than I expected. If there is something simple and typical, I would appreciate any help with a list of references.

The framework for watersheds and climate change is difficult to generalize since most criteria and standards are regional and site specific. For example, the engineering criteria for high water flow is changing rapidly. What used to be sufficient to consider 100 year flood standards are no longer sufficient in many cases. Here in British Columbia there have three 1000 year flood events this year. A suggested reference site for climate change adaptation is the Climate Change Adaptation Community of Practice (CCACoP) ccadaptation.ca. You will find a variety of current information available there.

To clarify what you requested: you want an answer that is simple and typical to a question that is complicated; it is not going to happen. The question of climate change is not simple, or direct: it is also not political: anyone wo says it is is just not being truthful.

I am a partial believer in the Milankovitch climate theory, thus diminishing the impact induced by human activities on climate. At the watershed level, since you do not mention the size of the watershed, climate data for Puerto Rico show that in small basins micro-climates unique to the area develop in proportion to the topography of a basin and that of the surrounding basins. Complex.

Hi Ferdinand,
Good morning USA, To answer your question, I am just looking for something in general like a tool that can be applied to any watershed.

Environmental regulations depending upon the extent of development were in place in each country. However, United Nations Environment Programme (UNEP) also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets. 'Climate Change' in this regard was considered as an International issue and therefore, UNFCCC constituted Conference of Parties (COP) to address issues related to Climate Change (Global Warming due to release of Green House Gasess (GHG) annually. "Kyoto Protocol' is one such mechanism that was introduced in one such meetings. Recent COP meeting - COP26 has mandated 'Carbon Neutral' to be abided by all signatories to this body.

You may be willing to use the OECD water governance principles and its framework for action? This is the one I used to prepare a recent scoping study related to mainstreaming water climate adaptation.

This is a theological problem. Theology drives philosophy drives thoughts, words, actions and deeds

Hi Simon,
Good morning USA, To answer your question, are these dimensions in general applicable to any watershed? I can look at the material that you have given me and see how I can incorporate this into my manual. Thanks.
