This is the link for my new article on "Water - Does it dictate human survival?
But, every country has its own legislation and specifically for water - India has 'Environment Act' 'Water Act' 'Air Act' and 'Forest Act' . Water Act prescribes specific standards for drinking water, industrial effluents and sewage. You may browse them on the net. All the best

Part of my manual and an article that I worked on cover about the same information about the water cycle and the amount of a body consumes. Thanks.

The earth's total water is constant but its distribution is dynamic. The problem is exacerbated because of increasing population and migrations to coastal water short areas. Desalination and recycling are essential components .As always, Water providers must anticipate variations and provide sufficient volume in the event of extreme variations.

I suggest you consider scientific diplomacy in the field of water and environment. You should work on it as a team and know the opinions of other experts on this matter and follow up on the issue from several perspectives.
