Water Filtration for rural households and sand abstraction system design

1. Water Filtration: I need some help on cost-efficient/affordable and durable designs for domestic filtration systems for rural households which are offgrid which we can implement as water kiosks on a pay as you use model. 

2. Sand abstraction: I am also looking for cost-effective designs for rural sand abstraction pumping systems using solar power.

The first question that needs to be answered is: what is the flow rate for the filter; both average and maximum.  The flow rate determines the size of the filter and the cost.  A group of filters in a series will only flow at the rate of the smallest filter.  What needs to be considered is max flow.  There is a flow rate per cubic foot of sand/filter media. l It is also done with five different types of media, not just sand.  

    Multimedia (including sand) can be backwashed to recondition the media.  Small filters will work, but the replacement gost is much greater over time.
