WETNET technology is based on an innovative low cost flow-meter and control system that enables European water companies to improve greatly their capacity to control distribution networks in detail, cutting energy costs and emissions and making better use of water resources.

If a grower's livelyhood depends on taking water from the ground, yes, education will help but wont solve the problem of over drawing the water table. If the grower needs the water to survive, he will take the water no matter what. But if we educate the grower into believing he needs a water meter to properly manage his farm, thats a step forward in managing the underground resource. Experience in Australia overwhelmingly supports water metering to regulate underground water resources.

Water metering
In many countries a land owner can withdraw unlimited ground water and there is no control on that by government side. I feel metering and controlling is not the solution but the solution is to make farmers and other consumers understand how important water is. Teach them the conservation methods, best agriculture practices, rain harvesting etc. -
I think there is an urgency of promotional compaigns emphasizing this issue and it can only be possible with support of Govt and international organizations

Meter the water
Water's a finite resource and it appears the only way we can control it is to meter things, be more precise about the usage and protect legitimate users who have been using water for years in their agricultural business into the future. But what about the charging water to the poor farmers in asian countries ? and giving water for nominal charges to the industries. According to me we should teach farmers good practices to of using water, give them good technology dont only think about charging money from them. -
Metering is essential for quantitative management. Equipment may vary depending upon mode of irrigation(Mechanical /Electronic meters, weirs, notches etc.).Control(quantitative ok) be implemented by coordination of system providers and the users. Participatory habits shall help and lost long.
