Fifth Stage Pumping Drinking Water Project

We are living in a mountain area of Nepal and we have a big problem with water scarcity of drinking water. We are hence trying to lift the water with five stage pumping. The user population around 25000.
How we can save electricity and how can do continue supply the water? What is the problem we must face? Can any specialist help and make suggestions?
