If you separate the plumbing of clean water into the toilet bowls and flush out the septic tank with the separated water, it will be possible to eliminate the centralized sewage system. I have had experience of operating and maintaining an urban wwtp . It had a capacity of 20-30 kl per day in 2004, now expnded to 70-80 kl per day greeningv15-20 acres of urban parks. gardens and traffic islands.
As it caters directly to communities interests , it is sustained and maintained well also.
At extreme drought times too water for greens is available, hence the properties and assets are very prime and prosperous.

In South Africa the General Standard for sewage disposal into a water course is used to recharge aquifers for many years already. So potable water standards are not required as a guide.

Secondary stage effluent may be taken for recharge inyo aquifers after ensuring that the water's - physical.chemical.micro-biological standard conform to municipal potable water standards.
The ground regime has a method of doing a process of treatment - SAT Soil Aquifer Treatment. This is very efficient the ground layers behave as filters.
But if these layers get contaminated with pollutants, it is very difficult to clean the regimes.

Not groundwater but drinking water supply injection. Gwinnett County sends their highly treated effluent into Lake Lanier, the water supply for suburban Atlanta, GA, and Gainesville, GA

Orange City County, U.S. injects the tertiary treated sewage in to ground water aquifer of LA, which is incidentally a source for few Utilities drawing from aquifer. Indirect potable use is practiced in a few countries too.

Depends on the country you are in and local regulations, but factors include depth of the aquifer or groundwater, perk rate, structure (materials) of the vadose zone for filtering and beneficial bacteria growth. Constructed wetlands can take secondary treated wastewater to polish to tertiary quality then inject into ground for recharge using a low energy alternative for tertiary quality.

In AZ, USA we have aquifer protection permits and secondary would not meet that standard. Most facilities have tertiary treatment.
