What is the low-cost safe solution for creating an estuary in sea?

Does anyone have a low-cost and safe solution for creating an estuary in sea for a river for storing blackish water for treatment? The treated water would be used in a Newly Developed Industrial City of an area of around 30,000 acres.
The river delta had already created an island which is blocking about 60% length of the open sea. Only 40% area is to be embanked.

Das, Using natural processes (creating an estuary) for treating blackish water is a promising idea. It creates the opportunity to combine black water treatment, with nature development and recreation. And therefore it can make your solution cheaper and more valuable. Hi Das, for brackish water you ever need less energy to treat it than seawater if we speak about conventional natural water qualities, but some times not because organic material charge; all depends.
But you should consider a wastewater re-purification system of very low operating costs, 95% efficiency and zero emissions between another sustainable and profitable advantages.

Tapas Das . Do you mean "brackish" or "blackish"? A big difference which may lead to confusion in the answers you receive.
If you need advice on creating a brackish wetland, mangroves etc; I can help. But I'm not sure that is what you are looking for?

I presume you collect the black water on land before you, at present, let the effleunt run into the sea. Your low cost solution is to build a hybrid multibarrier treatment system similar to the one we developed for opendrains siting insid ethe drains ,and place it in situ before the black water is released into the sea. The treated water can be stored for reuse in tanks under the ground. If you line the concreate tanks with butyl you have no fungal growth and no leakage.

I am looking for creating an estuary in sea, so that river water would mix with the sea water and its salt content would reduced. The cost of treating this low salt content blackish water would be reduced than treating the sea water itself. Over long period of time (say, 20-30 years), the cost saving would be quite high than cost of creating an estuary.
