What levels of humidity are required for the success of a such technology? Is it just about condensing vapor or there is something else involved? I am curious......

Two technologies are commercially viable: (1) mechanical dehumidification (chilling a surface with a heat pump causes water vapour to condense to liquid) - needs relative humidity > 40% and (2) solid or liquid desiccants - need relative humidity > 20%. Liquid desiccants absorb water molecules from the water vapour in the air. Solid desiccants adsorb water molecules.
