Humbly and respectfully, as a response to your request I suggest the same solution proposed to a Texas Company (U.S.A).

India, in my opinion is the country that could benefit most from this research, given its scientific infrastructure that will allow the rapid and easy recycling of chemical compounds involved in desalination processes, the mild climate. Just imagine cultivating 3,000 hectares of bamboo an activity associated with desalination plus recycling compounds can ensure the production of 5000 megawatts of clean energy is better than dangerous nuclear energy. In addition to the water available for subsistence agriculture and other needs.

What is the source water quality? What is the flow rate or where will the treatment be utilized (municipal, POE, POU, etc)

Dear Dr Subbarao,
When India addresses the supply of clean, drinkable and affordable water, it must look at the full picture of fresh water supply on one side, and fresh water consumption on the other.
70% of it is absorbed by agriculture.
India is hot and arid in many provinces, where reducing the water consumption in agriculture is the squaring of the circle, because evaporation in these areas is 50% of the fresh water supply.
Conclusion: reduce evaporation in irrigation by use of all possible clean and sustainable technologies.

I cannot tell you how strange and abnormal is the understanding of human beings when it comes to find a supplement of potable water. Please allow me to present to you some basic facts.
All the available potable for all human beings in all the countries of this planet is provided from rain water. The Lord in His Kindness is fully aware that we are terribly helpless, so He established a very simple process relying on room temperature evaporation to feed all the mouths of all His creatures, and fill all His rivers.
However our beloved human beings are adamant not to imitate Their Creator.

Thank you for your kind invitation. My understanding: Reverse Osmosis is now a rejected process for water desalination, however there is now a huge multitude of false ideas coming in place, it might need some time until a process could show some leadership, perseverance, and effective success.

Dear Mr. Subbarao:
I humbly suggesto you to use the power of Nature, Phytodepuration + The Sun. Constructed Wetlands of HFF (Helophyte Flotating Filter) combined with UV, from the sun for the pathogenic bacteria removal. The limitation for this kind of system is the number of persons it can be used for, due to the area it requires. That area for hot regions it will be minor than in temperate regions. According to the calculations of my mentor D. Jesús Fernández González (http://www.upm.es/observatorio/vi/index.jsp?pageac=investigador.jsp&idInvestigador=6432I ) who has developed the system, it will be feasible in Europe or USA for 15.000 equivalent inhabitants. I thing for India it will be feasible for higher population figures. If there aren't limitations for the area that can be used for more. Cheap to be built, and cheaper than any other system on its maintenance due to its minimal energy requirements.

FilterClear is a very simple yet effective improvement to conventional sand filtration. Instead of using just sand, or sand and anthracite, FilterClear uses 4 layers of media, of decreasing particle size, which re-stratify after every backwash. These 4 layers give much finer filtration, are more resilient against blockage and can operate at much higher filtration rates than conventional sand filters. FilterClear is used as pre-treatment for desalination or instead of sand filters on conventional water treatment.
We have plants in India and I will be in Mumbai and Bengaluru for the next 8 days .
