The idea is to use a plastic pipe that allows water vapor to pass through but keeps other stuff inside the pipe – things like salt or biologic wastes. The applications therefore become irrigation using salt water and concentration of waste water into bio-solids. The "Dutyion technology" could be very useful for areas where there is water scarcity and the water is saline. As saline groundwater reservoirs are not fit for direct irrigation unless properly treated with gypsum and other salt soluble chemicals. This new technology looks promising but would be nice to read some case study where the tech is implemented.
