I might have a solution for you which requires no investment and it's not a performance contract so do not be skeptical right out of the shoot. If you have time we can discuss details of what you need. Is it the source that is the concern or is it the processing side?
I've got something out of Canada that is going to blow everything they're doing at the municipality from a sewage treatment standpoint, out of the water. P-Force and everything with no investment upfront. Is a heavily guarded patent or should I say patented technology, that's not mine but they're waiting for me to recover from the spinal surgery so I can go out and kick some butt.

Hey Mark,
The way this usually works is that proposals are made against a detailed project requirements brief. You will not get good offers with a few lines of requirements. There are too many unknowns: financing; land ownership; regulatory approvals; stakeholder approvals; raw water availability; level of service - quality, quantity, target asset life, metering, billing ; etc. Unless you have someone very experienced, you will need professional help just to put a brief together for starters which could easily take a year and cost a few $M. If you don't do that there is a very high risk the community won't get the outcome they expect and the final cost will be far in excess of what it should be.
