There is another process which is far better than Reverse Osmosis in every aspect: whether in initial investment costs, as it relies on much simpler engineering, far less expensive in operational and maintenance costs.
We are presenting to the worldwide community a process for the generation of potable water which relies on room temperature evaporation through our website www.naturalseawaterdesalination.com. Room temperature evaporation is the only available physical phenomenon which allows the separation of pure water out of any saline water WITHOUT THE SUPPLY OF ANY EXTERNAL ENERGY. The energy needed for this separation is obtained by cooling the bulk of saline water.
Room temperature evaporation is the process by which The Creator is availing for us pure rain water, The Creator is the biggest supplier of pure water for all His creatures. All the rivers on our planet are getting their waters from Room Temperature Evaporation, and here we are today with the capacity to avail enough potable water for the size of a river.
Our equipment is very simple and consists of a tower water cooler and a heat exchanger, our energy consumption is less than 3 kwh/cubic meter of generated potable water, and our equipment is cheaper than the Chinese single stage units of Reverse Osmosis.

The largest one that I was involved with is Jeddha Phase 3 (240,000 m3/d) in Saudi Arabia for SWCC. Their requirements for 2nd pas RO is to limit the chloride level to 60 ppm. So there were partial bypass of the main stream (1sp pass RO permeate) that was treated in the 2nd bypass and re-collected in a secondary tank.
2nd pass RO will also give you the flexibility to schedule maintenance on a large 1st pass RO on your time because the water treated in 2nd pass is going to always lower than 1st bypass RO. If something to a 1st pass and there is no 2nd pass, you must investigate the source of the problem immediately and fix the unit right away.

Each water treatment plant design is unique since the input and/or output quality are unique. Plant capacity, water quality, legal conditions and the weather conditions are considered while designing the plant. You may contact with your requirement for further details.

1. Due to the modularity for desalination units there are no size constraints to be expected. Nearly to be considered a standard are actually seawater reverse osmosis (SWRO) desalination plants with a potable water production of about 100,000 to 200,000 m³/d, very few already even bigger, e. g. up to 500,000 m³/d.
The costs per m³ can reach a range below one Euro in the meantime based on favorable local frame conditions, CAPEX and OPEX included.
HIgh plant availability and process reliability are fundamental rerquirements if the plants are well designed, manufactured and operated adequately.
2. As "each case is different", what I address as the "golden rule of chemical engineering", a general statement is not possible. Specification of the raw water and the requested quality of the permeate or potable water are basis for a related assessment, as especially the pre-treatment will influence related technological decisions.

Why are you thinking about a second pass in an RO desal plant? Do you need extremely low TDS >>100 mg/L? Two pass was done in some locations when the WHO Guideline for boron was 0.5 mg/L so 1 pass was not sufficient. Now the Guideline is 2.4 mg/L which is easily achievable by 1 pass.
