Caroline Cheptoo , to get a good answer, some more information is required such as: what type of water meter is intended, what would the function of strainer. Usually, the water meter is installed on discharge pipe which has a non return valve. However, a short answer would be: any additional ancillary installed on suction or discharge pipe will create a head loss and a corresponding flow reduction. Maybe an ultrasonic flow meter will help. It is installed outside the pipe and no clogging will happen.

I agree with @Tim Acland, you should install modern electronic meter where in there are no moving parts in the flow path.
Thanks, Stefan for your response. The meter is a mechanical one. So wanted to have a strainer to prevent coarse material from passing through the meter. I will explore this option.
