Hello. If clogging is a problem what is causing this? A full bore meter with no interference with the liquid may be required. An electronic magnetic flow meter could be what you need. If the discharge pipe is full bore there are several manufacturers, e.g. ABB. If the discharge is occasionally part full then there are also electro-magnetic options, e.g. ABB part full meters. Mostly by small fish. the abstraction is an old dam and I suspect the a strainer/foot valve at the scour pipe inside the dam( if at all was installed) is not functional. An electromagnetic meter is a bit expensive and thought could use a mechanical meter.
