By creating emergency dam, is the best way to treat it. Because the flooded water is in motion, it wont be easy to treat it while is in motion. Best way is to allow water to settle. before you can control turbidity.

Good question Pratibha your thinking is positive now a days many countries e.g. East India, China etc. are facing problems of Flood. most of the people die with drinking polluted water. In flood area leaved huge number of victims with deficiency of water, food, energy and transportation. Lack of potable water is one of the most serious problems, since it is the most vital factor or human life. Since water is relatively heavy goods to be delivered with wrecked transportation system, mass-supplying effective water purification system to the victims would be practical.
The system should satisfy following conditions:
- Low cost and easy to make;
- Easy to transport, install and operate;
- Small energy consumption (or powered by renewable energy, inexpensive batteries or human power which are easily accessible on the user’s places);
- Outdoor usable;
- High credibility, especially on sterilization aspect. Some appropriate technologies, such as charcoal filtering water purifiers are one of good candidate.
The following water treatment methods for application at household level generally are recommended to reduce faecal contamination of drinking water:
- Simple water purifier (ceramic water filter) can be used in flooded area and can be supplied by government & local authorities.
- Water storage at household level is a simple method to improve the water quality. Plain sedimentation however can only partly remove turbidity and faecal coliforms – the common indicator used to quantify the degree of faecal pollution. The main health risk associated with household water storage is the risk of recontamination through inappropriate handling practices.
- Boiling of water kills viral, parasitic and bacterial pathogens.
- Water pasteurisation achieves the same effect as boiling at temperatures of only 70°C-75°C, but requires a longer exposure time of approximately 10 minutes.
- Water filtration by simple household filters, such as ceramic candle filters, stone and sand filters,
- Water disinfection with chlorine/H2O2/Iodine tablets are used to kill microorganisms (bacteria and viruses),
- Solar water disinfection (SODIS) is a simple water treatment method using solar radiation (UV-A light and temperature) to destroy pathogenic bacteria and viruses present in the water.

Technical speaking, your question is not for daily water treatment or water treatment plant (WTP).
As you said 'flood area and emergency condition', you need portable water treatment system and its capacity should be equal and less than 1,000 m3/day. The possible solutions and its providers are easy to be found the professional Website.

Ultrafiltration or microfiltration cartridges composed of hollow fiber membranes is a solution to emergency action in flooded ares : the cartridges can be used by anyone to produce the water for a family every day . It as small, light, easy to use and provide clarified and desinfected water from any ressource. To purify turbid waters, just add alum, filter water through sari cloth, and then boil water.

If you are looking for a longterm solution, there are various options. I am happy to provide additional info if needed.
For short term, it might be late now anyway. Locally you could contact any NGO who might help you e.g. SDC or Helvetas from Switzerland who are active in Nepal. Also Heifer International is trying to help in Banke area and others.
Otherwise you could check mobile systems from Lifesaver, Katadyn, Lifestraw or larger mobile systems such as the Aquifier from Trunz Water Systems. But until they arrive in Nepal, it could be too late.
Our shops are currently struggling with a lack of Jars. We run our of stock... So if you have jars, we can provide you with water!

I suspect what you need is both something that will work in disaster like situations, can give clean water for a community, is portable, easy to install and operate.
I used to use one such product that was a UF based manual backwash unit. Depending on turbidity levels it could produce 500-700L per hour. Note as a UF based unit it will not remove things dissolved in the water but will remove most bacteria and a good amount of the viral load as well as the turbidity. the unit requires about a metre of head pressure to operate so the water to be cleaned will have to be raised above the unit.

What you are looking for is a situation dealing with disaster management. A simple method in the area of disaster to treat the water and provide to the immediate survivors.
Firstly, considering the water would be turbid it needs a special zeolite based powder to settle the turbidity. This treatment can be carried out manually at site. No equipment required.
The second step is to disinfect the water to eradicate microbial contamination in the water. This is done with the dispenser units and our precursor chemical Purojal DW at site. A very simple backpack unit that requires 15 W power at site. This backpack unit can be set up at the disaster site within minutes and the system can start disinfecting the water for treatment in matters of minutes.
